A report by Gregory Zhatkovych dealt with the situation in Europe and the expected Rusyn self-determination. The account of ANCUR\u2019s history by Julius Gardo\u0161\u2019 also features the text of the Council\u2019s memorandum presented to U.S. President Woodrow Wilson in October 1918. The Congress also agreed some details of the Rusyn territory\u2019s status within Czechoslovakia (e.g. state symbols).
